Dallas area residents now have the option for choosing their electric provider. However, with all of the different plans that are available, it can be difficult to make the right decision for your particular electricity needs. You may find yourself overwhelmed by the number of options presented to you by all the electric company advertisements or concerned about shady marketing gimmicks.
Usually, fixed-rate renewable-energy plans are among the most expensive options. But in our research, we found Constellation’s green plan rates were comparable to its non-green versions. For example, out of two otherwise identical fixed-rate, 12-month plans from Constellation — “12 Month Fixed Rate 100% Green” and “12 Month Fixed Rate” — it’s the renewable version that currently costs less.
Another unwelcome side effect of not knowing your average monthly kWh usage level is that you may end up paying more than you expect. This can occur when a customer inadvertently shops an electric rate based on a higher usage level than they actually use. Electricity suppliers commonly advertise their electric rates associated with the highest (2000 kWh) usage levels since those tend to be the lowest rates.
Unlike with long-term plans, monthly, variable rate (no-contract) plans have no cancellation fees. You won’t have to pay a penalty if you decide to take your business elsewhere because you found a better deal. Plus, you won’t be left paying more than you should if the market rate for energy trends down. However, if the market prices rise, you’ll have to pay more than those who are in-contract.
After reviewing feasibility studies, city leaders determined that one of the few ways they could reach their goal was through a community choice program supported by the development of new solar and wind facilities locally and with neighboring California counties. In addition, any cost to carry out the program would be recouped within five years, they said, citing a Northern California county that covered its $2.7 million in expenses within two years.

The mid to late 1880s saw the introduction of alternating current (AC) systems in Europe and the U.S. AC power had an advantage in that transformers, installed at power stations, could be used to raise the voltage from the generators, and transformers at local substations could reduce voltage to supply loads. Increasing the voltage reduced the current in the transmission and distribution lines and hence the size of conductors and distribution losses. This made it more economical to distribute power over long distances. Generators (such as hydroelectric sites) could be located far from the loads. AC and DC competed for a while, during a period called the War of Currents. The DC system was able to claim slightly greater safety, but this difference was not great enough to overwhelm the enormous technical and economic advantages of alternating current which eventually won out.
Driven in part by local mandates to shift to green-energy sources, the movement has gained momentum across the country, allowing customers to choose their electricity provider, as they can do with telephone service. A growing number of California’s local governments are offering a program similar to the Cape Cod model, as are communities in New York State, Illinois and other parts of Massachusetts.
An additional bill was passed in 1999 that helped further establish a competitive electricity market by creating a price floor to prevent established energy providers from underselling emerging providers. In 2002, Texas finalized deregulation when the Public Utility Commission gave ERCOT the responsibility of managing and monitoring the Texas electricity market. The market opened up to around 6 million Texas power customers.
